少子化對國民小學教育質量的影響及其因應策略之研究

本研究以台中市國民小學教育人員為調查對象，探討國小教育人員對少子化影響國民小學教育質量之看法，以及學校如何因應少子化對教育質量影響之策略，以供教育行政機關及有關學校參考。
本研究利用問卷調查法，以了解教育人員因少子化對國民小學教育質量所產生的影響及其因應對策之看法，共發出600份，回收率達88％，有效問卷為512份。研究結論發現：
一、因少子化現象，減班情形及教師超額情形普遍存在於各國民小學。
二、國民小學教育人員認為少子化，對教育質量中的班級經營方式影響程度最高。
三、國民小學教育人員也認為學校為因應少子化現象，應加強辦理教師專業研習，以提升教學品質。
四、不同服務年資、職務與學區的教育人員，認為少子化現象對教育質量的影響看法有差異。

The purpose of the study is to understand how elementary school educators think about the impact of the educational quality and quantity due to the phenomenon of low birth rate based on the data of educational staff in the Taichung City elementary school, then providing the reference for the educational authority and schools.
A questionnaire was used in this study. 600 questionnaire surveys were distributed and the rate of return reached to 88%. The valid sample was 512 which have been statistically analyzed. The results of the research is shown as following：
1. The phenomenon of declining number of class and over-supply of teachers has been exited in elementary school due to low birth rate.
2. Elementary school teachers are aware of the situation that improving classroom management is the top issue among the impact of the educational quality and quantity due to low birth rate.
3. Elementary school teachers believe that professional learning seminar to improve teaching quality is the most important strategy to copy with low birth rate.
4. There are some different viewpoints related to the impact of low birth rate on the educational quality and quantity among educational staff with different service years, positions and school districts.
