陳志騰陳茹宣2025-08-282025-08-282024-09-24U0061-2603202409584300https://www.airitilibrary.com/Publication/alDetailedMesh1?DocID=U0061-2603202409584300https://nutcir-lib.nutc.edu.tw/handle/123456789/1254本研究旨在探討在韌性供應鏈2.0時代下,企業面臨的供應鏈風險及其應對措施,並提出針對供應鏈韌性的改善策略。在過去,全球化的供應鏈模式以利潤為導向,但隨著中美貿易戰和新冠疫情等不確定因素的出現,企業供應鏈的脆弱性日益漸增,需要更具韌性的供應鏈管理策略。因此,本研究希望能夠提出一套有系統的方法,協助企業制定供應鏈策略,以提高企業的韌性。 研究的主要目的包括: (1) 從企業層級的觀點,探討供應鏈韌性改善之行動指引的優先序 (2) 研究重要度、準備度與成本效益槓桿對改善策略優先序的影響 (3) 以某國內上市公司所屬的事業單位為案例,進行實證研究,找出該企業提升供應鏈韌性的具體行動指引。 在研究方法上,採用重要度與績效分析法(Importance and Performance Analysis, IPA)為基之修正式德菲法(Modified Delphi Method)。本研究首先透過兩回合問卷調查,蒐集企業決策層對於行動指引的重要度、準備度和成本效益槓桿的意見,並進行交叉分析。案例公司之實證研究結果顯示,在第一回合問卷中,共有28個題項達到中高度一致;第二回合問卷針對第一回合29個未達中高度一致的題項進行調查,最終共有52個題項達成共識。其次,根據具有共識的52個題項綜合重要度與準備度差距分析法(Importance and Performance Gap Analysis, IPGA)+成本效益槓桿、重要度與成本效益槓桿差距分析法(Importance and Leverage Gap Analysis, ILGA)+準備度和準備度與成本效益槓桿差距分析法(Performance and Leverage Gap Analysis, PLGA)+重要度找出共有20個優先改善題項,並針對前10項行動指引歸納出需求管理面、庫存管理面、採購管理面和供應鏈韌性與總成本面等四個面向,進行問題分析並以研究者角度提供具體改善建議,並經過滿意度調查,在知覺有用性、使用態度、再使用意圖的非常同意與同意程度高達9成(含)以上。 本研究提供了一套系統化的方法,幫助企業在資源有限的情況下,優先改善供應鏈韌性。通過此方法,企業能夠找出並優先處理最具影響力的韌性提升策略,從而提升整體供應鏈的韌性與應變能力。This study aims to explore the supply chain risks faced by enterprises and their countermeasures in the era of Supply Chain Resilience 2.0, proposing strategies to enhance supply chain resilience. In the past, the global supply chain model was profit-oriented, but with the emergence of uncertainties such as the China–United States trade war and the COVID-19 pandemic, the vulnerability of enterprise supply chains has increased significantly. This necessitates more resilient supply chain management strategies. Therefore, this study seeks to propose a systematic approach to help enterprises develop supply chain strategies to enhance resilience. The main objectives of the study include: (1) Exploring the priority of action guidelines for improving supply chain resilience at the corporate level. (2) Investigating the impact of Importance, Performance, and Leverage on the prioritization of improvement strategies. (3) Conducting an empirical study using a business unit of a domestic listed company as a case to identify specific action guidelines for enhancing the enterprise's supply chain resilience. In terms of research methodology, the study adopts the Modified Delphi Method based on the Importance and Performance Analysis (IPA). The research first collected opinions from corporate decision-makers on the Importance, Performance, and Leverage of action guidelines through two rounds of questionnaires and conducted a cross-analysis. The empirical study results of the case company showed that 28 items reached a medium to high level of consensus in the first round of questionnaires. The second round of questionnaires focused on the 29 items that did not reach a medium to high level of consensus in the first round, ultimately achieving consensus on 52 items. Subsequently, based on the 52 consensus items, the study used Importance and Performance Gap Analysis + Leverage (IPGA+L), Importance and Leverage Gap Analysis + Performance (ILGA+P), and Performance and Leverage Gap Analysis + Importance (PLGA+I) to identify a total of 20 priority improvement items. The top 10 action guidelines were then categorized into four dimensions: demand management, inventory management, procurement management, and supply chain resilience and total cost. Problem analysis was conducted, and specific improvement recommendations were provided from the researchers' perspective. A satisfaction survey showed that the level of agreement on perceived usefulness, usage attitude, and intention to reuse was above 90%. This study provides a systematic method to help enterprises prioritize the improvement of supply chain resilience under limited resources.
